North Dakota Teen Driving Laws

North Dakota operates under a Graduated Driver's License (GDL) program, which includes three stages: Learner's Permit, Restricted Driver's License, and Full License.

  • Learner's Permit: At 14, North Dakota teens may receive their Learner's Permit after passing a knowledge exam. A Learner's Permit allows teens to drive with a parent, legal guardian, licensed driver, or certified driving instructor. Teens must complete 50 hours of supervised driving practice (10 hours at night) and enroll in driver's education before moving on to the next stage.
  • Restricted Driver's License: After holding their Learner's Permit for 12 months, teen drivers may apply for their Restricted License after completing the required driving practice, completing driver's education, and passing a road skills test. With a Restricted License, teens cannot drive unsupervised between 9:00 PM and 5:00 AM.
  • Full License: At 16 years old, a teen's Restricted License can be transferred in for a Full License.

Please be aware of additional restrictions for teen drivers in North Dakota.
